Sheff Wed Faces Major Issues, Says Independent Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

The team's ongoing struggles constitute a "serious issue" and the new football authority is aiming to acquire authority to look into club affairs in similar circumstances, its new chair the regulator has declared.

Through a comprehensive talk, the chairman, who was named to the position this week, showed understanding towards Wednesday's fanbase.

Kogan met with four supporters' associations representing the football team in recent days.

The team have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on several different times, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a substantial concern for English football," the regulator explained.

"The club represents one of the great brands for English football and this week we have met fan representatives.

"We are seeking authority... which will permit us to bring the club and similar situations referred to us if they require examination and acted upon."

Financial Struggles and Leadership Concerns

The team's struggling chairman the Thai businessman suggested earlier this year he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with potential new owners.

Missed wage deadlines on time in March and May caused limitations by the football authorities in summer, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although that restriction was lifted in August.

Official's Viewpoint

The regulator explained: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where people are committed to a regional establishment that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for the team's plight, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the followers."

Inquired if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to cooperate with proprietors.

"The final option we would consider is commence engagement with an particular organization, an particular chairman, without being able to work with that owner to try and resolve the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"But the truth is, when you review the record of the sport, over the past few decades there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to lay out the remit of the oversight body this week and stated it constituted a "proactive meeting" with a "significant participation" from the grassroots to elite level.

"It's a job that's actually really important, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished could disappear swiftly," the regulator warned.

"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we've got to keep it going.

"Considerable investment entering the sport and has come into football for the recent generations, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the immediate future."

Premier League Concerns

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but Kogan said: "I'm absolutely committed to the prosperity and expansion as an financial organization of the elite league.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of England. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, actually, they have been informing us confidentially they have a considerable comfort."

Political Connections

The regulator remains subject to a "thorough examination" by the official appointments authority after he revealed he contributed money to the political party in the past.

The official contributed funds to government minister the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any form of political activity."
